Questions

Can minifying break my CSS?

It only removes whitespace, comments and redundant characters, never rules or values, so the result behaves the same.

Are licence comments kept?

Yes — comments starting with /*! stay, as licences often require.

Does it merge duplicate rules?

No. Merging can change the cascade order, so it is left out on purpose.
