Questions

Why doesn’t it vibrate on my iPhone?

Safari doesn’t let web pages use the vibration motor at all. Test it in iPhone Settings → Sounds & Haptics instead.

Android doesn’t vibrate either — why?

Check that vibration isn’t disabled in sound settings, that battery saver isn’t blocking it, and that you tapped the page first (browsers require a tap).

Can the page tell whether it actually vibrated?

No — browsers only report that the request was accepted, not whether the motor moved. Your fingers are the test.
